Contributions to International Organisations
Multilateral cooperation is one of the most important instruments at the service of the Andorran Government’s cooperation policy. Through this instrument, the Andorran Government makes voluntary contributions to funds and programmes of international organisations of which Andorra forms a part and which share the strategic objectives and priorities of Andorran international development cooperation.
Andorran multilateral cooperation offers support mainly to the agencies, programmes and funds of the United Nations, the Council of Europe, UNESCO, the OSCE, the International Organisation of La Francophonie and the Ibero-American General Secretariat. Andorran contributions may be destined to the funds in a general way or to specific projects that comply with the sectorial and geographical priorities of the Development Cooperation Master Plan.

| The purpose of this multi-donation international fund is to promote sustainable development cooperation and the reduction of poverty in developing countries. This cooperation is carried out through promoting the emergence of a dynamic cultural sector. |

| The purpose of this project, which is carried out with the United Nations Office for Disarmament Affairs (UNODA), is, on the one hand, to promote the participation of women in disarmament and non-proliferation activities and, on the other hand, to increase the number of curricula which include training in this area. The main result of the project will be the design of an educational platform on disarmament and non-proliferation and an online course lasting two months. There will also be a face-to-face course lasting a week and networking activities. |

Les arribades massives de persones que fugen de la guerra i de les persecucions han creat uns fluxos migratoris sense precedents que afecten tots els països europeus. El Consell d’Europa està compromès a desenvolupar un rol clau per ajudar els estats membre a posar en marxa estratègies que responguin als nombrosos problemes que afecten els infants refugiats i migrants, i en particular els que no van acompanyats o estan separats de les seves famílies. Per aquest motiu, aquest organisme ha posat en marxa un Pla d’acció únic titulat “Protegir els infants refugiats i migrants a Europa”.
Aquest Pla d’acció posa l’accent sobre tres pilars fonamentals: (1) garantir l’accés als drets i a procediments adaptats als menors; (2) assegurar una protecció efectiva de l’infant (assegurar un sistema de tutela, trobar un allotjament adequat per als infants i les seves famílies, poder restablir el contacte entre els nens migrants o refugiats i els seus familiars i protegir-los contra totes les formes de violències); i (3) afavorir la integració social dels infants que es quedin dins d’Europa, sobretot en els àmbits educatiu i social.

Es treballen les activitats directament amb les víctimes, i se’ls dóna eines perquè elles mateixes recuperin la seva dignitat, la qualitat de vida i el lloc dins de les seves famílies i comunitats. |
| Headed by La Francophonie Institute for Sustainable Development, the aim of the project is to improve the village’s access to reliable, modern energy services at an accessible price (SDG 7.1). Specifically, the objective is to provide the new town hall with a photovoltaic solar energy production service connected to the network, to reduce the town hall’s energy consumption thereby improving energy efficiency, in particular in terms of lighting, to optimise the town hall’s electricity bill so that the savings can be used to invest in new social projects in line with the sustainable development goals and to create awareness amongst the population about sustainable consumption and production. |

| The aim of this project is to strengthen the abilities of the various stakeholders to investigate and follow up on human trafficking as well as to identify victims of human trafficking quickly, inside the migratory routes. The expected results are twofold: 1. To strengthen the ability of a selected group of beneficiaries for the initial identification of victims of human trafficking and to carry out proactive investigation aimed at human rights. 2. To develop a new methodology of strengthening the abilities that will provide participating states with a pragmatic framework for putting their knowledge of combating human trafficking into practice and for promoting inter-institutional coordination. |



| The massive arrival of people fleeing from war and persecution has created unprecedented migratory flows that affect all European countries. The Council of Europe is committed to developing a key role to help the member states set up strategies that respond to the numerous problems that affect refugee and migrant children, and in particular those who are unaccompanied or are separated from their families. Therefore, this organisation has set up a single action plan called “Protecting Refugee and Migrant Children in Europe”. This action plan places the emphasis on three fundamental pillars: (1) ensuring access to rights and child-friendly procedures; (2) providing effective protection for children (establishing a guardianship system, ensuring appropriate shelter for children and their families, being able to restore family links and reunification, and to protect them from all forms of violence); and (3) to enhance the integration of children who would remain in Europe, particularly in education and society areas. |

| Within the framework of the activities of the Programme to promote employment through the entrepreneurship of women and young women, the OIF has supported the setting up of the network of La Francophonie entrepreneurial women. The official launch of this network was in 2017, and its aim is to guarantee better visibility of Francophone entrepreneurial women and to improve their opportunities for financing, investment and access to the market, whilst constructing solidarity “walkways” between the various stakeholders of the business world. On March 8, there was a new meeting of entrepreneurial women belonging to this network to progress with its institutionalisation, draw up its articles of association and, among other things, to present the platform of this network through which participants can obtain information and exchange good practices, among others. |
| The aim of this project is to attend victims of chemical weapons and to make the services of the Organisation for the Prohibition of Chemical Weapons (OPCW) available to them. It is also intended to form a network of victims to create awareness about the consequences of the use of chemical weapons. The fund will be used to promote attendance to victims by international and national organisations as well as to promote the International Chemical Weapons Convention. |

Aquest fons internacional multidonador té per objectiu promoure la cooperació per al desenvolupament sostenible i la reducció de la pobresa en els països en desenvolupament. Aquesta cooperació es fa mitjançant la promoció de l’emergència d’un sector cultural dinàmic.

This ambitious OSCE project consists of theoretical and practical training that enables society’s response and the justice system towards traffickers to be strengthened. It envisages carrying out three simulations in which participants of all the states affected by human trafficking will face real scenes of labour and sexual exploitation. At the end of the project, a practical guide will be published with information about how to carry out simulations of this kind. |
| The aim is to offer ongoing support to the Network of Contact Parliamentarians to stop sexual violence against children, in particular through the promotion of the Council of Europe Convention on Protection of Children against Sexual Exploitation and Sexual Abuse (the Lanzarote Convention). The activities developed include the organisation of the European Day on the Protection of Children against Sexual Exploitation and Sexual Abuse, the meetings of the networks of parliamentarians on this matter, the conference “Protecting children from violence: next steps for effective strategies”, as well as other activities and communication related to this campaign. |

| The OIF aims to carry out a workshop in Burkina Faso (geographical sector 1 of the 2016 Cooperation Master Plan) to prioritise the sustainable development goals. This project will give rise, over forthcoming years, to new projects that are in line with the 2030 Agenda. |

| The Andorran government made a one-off contribution to collaborate with the translation and interpretation expenses of the Special Commission meeting on the practical functioning of the 1993 Hague Convention on international adoption which took place from 8 to 12 June. It also finances the activities envisaged by The Hague Academy. |

| The main objective is to support Kyrgyzstan police in addressing some specific security situations and to contribute to the professionalism of the Kyrgyzstan police in providing human security for all members and communities of the Kyrgyzstan population, irrespective of ethnicity. The two main activities were training police agents; and to draw up a programme of national police reform to guarantee that it is a multi-ethnic force. |
The aim of this object is to draw up a framework for the competences for a democratic culture and an intercultural dialogue, including descriptors and a user’s manual, for formal, non-formal and informal education. This framework finishes in 2015 and will be published in 2016 for the voluntary use of education systems of the member states.

| Since its creation in 2010, the Water Initiative of La Francophonie has had excellent results. By means of an integrated approach and great work at a local level, and also thanks to the involvement of the beneficiaries in the projects, the OIF has managed to ensure that the projects developed are sustainable over time and that many of them become autonomous. The objective of this workshop is to make a synthesis of the good practices acquired in matters of the integrated management of water resources in the rural area and of local governance and to reinforce the knowledge and the competences of the French-speaking stakeholders in water and sanitation based on the programmes of the Water Initiative of La Francophonie and of Profadel-OIF. |
| On 27 September 2013, the Organisation for the Prohibition of Chemical Weapons (OPCW) adopted decision EC-M-33/DEC.1 on the destruction of chemical weapons in Syria. This important decision, along with the United Nations Security Council Resolution 2118, gives the OPCW the authority to enter Syria to dismantle the arsenal and to destroy installations that produce, store and research into chemical weapons. This decision will enable the destruction of one of the most important undeclared chemical weapon programmes in the world. To this end, the OPCW has created a trust fund for the Destruction of Chemical Weapons in Syria to which numerous states have contributed. |
