The preamble of the Andorran constitution envisages the will of the Andorran people to bring their contribution and support to all mankind's common causes. In 1993 Andorra became member of the United Nations Organization and pledge to take joint and separate action in cooperation with the Organization for the achievement and the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among nations.
In addition, in 2000, all members of the United Nations committed themselves to reach the Millennium Development Goals, a pledge that has guided the Government in its task to establish the Andorran priorities in international development cooperation.
In September 2015, during the United Nations Summit for Sustainable Development, a new Agenda 2030 has been approved, establishing new and ambitious goals: the Sustainable Development Goals (SDG).
The Government of Andorra is determined to fulfill its duty of international solidarity and contribute effectively to the achievement of the Sustainable Development Goals (SDG).
All actions of cooperation done by the Ministry of Foreign Affairs are channeled through four forms of action: humanitarian emergency response, public subsidies to Andorran civic entities for international projects, voluntary contributions to funds and programmes of international organizations; and finally, through the execution of bilateral projects.
The geographical and strategic priorities of the Government of Andorra are reflected in the Master Plan for the Andorra Development Cooperation and all the actions are brought together in the reports of Andorran cooperation regularly published.
