Mutations paysagères dans la haute montagne pyrénéenne: le cas d'Ordino (Andorre)

(FR) Alors que l'Andorre a subi depuis trente ans les mutations paysagères les plus rapides, les plus brutales et les plus massives de son histoire, le territoire d'Ordino a suivi une dynamique territoriale différente justifiant son slogan touristique « une autre Andorre ». L'espace forestier a été sauvegardé, l'urbanisation maîtrisée et l'architecture locale préservée. La culture du tabac s'étend dans un contexte économique artificiel. Ordino est la seule paroisse de l'Andorre dotée d'une politique urbanistique. L'ouverture possible du col (ou tunnel) de Rat, le développement fulgurant de la station d'Arcalis et l'impact de la nouvelle route Canillo-Ordino sont de nature à changer la donne environnementale d'Ordino. Le cas d'Ordino soulève le problème plus général de l'aménagement du territoire en Andorre actuellement démuni de tout outil législatif et réglementaire. Whereas, over the last thirty years, Andorra has undergone the most massive, brutal and rapid landscape transformations in her history, the territory of Ordino has had very different territorial dynamics justifying its tourism advertising slogan, « a different Andorra ». Forestry areas have been conserved, urban growth controled and local architecture preserved. Tobacco farming is spreading due to an artificially maintained market economy context. Ordino is the only parish in Andorra to possess an urbanisation policy. The possible opening of the Port de Rat tunnel and/or pass, the sudden growth of the Arcalis ski resort and the impact of the new Canillo-Ordino road are likely to alter the environmental make-up of Ordino. The Ordino case raises the more general problem of physical planning and development control in Andorra which today lacks any statutory of legal mechanisms.
